BICUTAN, Taguig City — The Department of Science and Technology – Technology Application and Promotion Institute (DOST-TAPI), through its Strategic Advisory Group for Growth and Excellence (SAGE) Council, a multi-sectoral advisory body of the Institute,  formalized its shared commitment to innovation governance and strategic accountability through the ceremonial signing of the Council’s 2026 Commitment Action Plan during its second quarterly strategic session held on June 1 at the DOST-STII Building.

The Council provides strategic guidance, policy advice, performance oversight, and partnership support to help the Institute advance technology application, commercialization, and socio-economic development.

The signing was the highlight of the session, symbolizing the Council members' shared accountability for advancing the Institute’s strategic priorities under the 2026 Performance Governance System. Through the Commitment Action Plan, Council members pledged to formalized their commitment to support the implementation of priority initiatives, provide expert recommendations, strengthen partnerships, and contribute to programs that improve DOST-TAPI’s governance, performance, and service delivery to Filipino innovators.

The session also reviewed the progress of strategic governance initiatives, the status of Council commitments, and the results of the internal compliance audit. DOST-TAPI also introduced a new PGS monitoring system to improve reporting accuracy, track target status, and support timely corrective action across offices.

Consistent with the commitment outlined in the Council’s 2026 Commitment Action Plan, the session also surfaced key discussions on strengthening the commercialization pathway for Filipino technologies. Council members emphasized the need for standards readiness, market intelligence, validation support, industry linkages, investment access, and stronger partnerships to help technologies move from research outputs to actual adoption.

For DOST-TAPI, the 2026 Action Plan affirms a more deliberate governance direction, one where strategic commitments translate into concrete support for inventors, researchers, startups, and S&T enterprises. For the SAGE Council, it reinforces its crucial role as a strategic bridge between government-supported innovation and the needs of industry, communities, and the broader Philippine innovation ecosystem.


The Department of Science and Technology - Technology Application and Promotion Institute’s Strategic Advisory for Growth and Excellence (DOST-TAPI SAGE) Council is established to provide strategic guidance, oversight, and policy advice to the Institute. The Council’s primary mandate is to support DOST-TAPI in achieving its vision by offering expert advice on policies, strategies, and initiatives that drive the Institute’s growth and transformation.

The Department of Science and Technology - Technology Application and Promotion Institute (DOST-TAPI) is one of DOST's service agencies whose primary responsibility is to promote the commercialization of technologies and market the services of other operating units of the Department. It was created by virtue of Executive Order No. 128 on 30 January 1987.
