• The DOST-Technology Application and Promotion Institute (DOST-TAPI), through the General Appropriations Act (GAA) for CY-2025 intends to apply the sum to the following lots being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of TAPI Various ICT Equipment under ISSP Project with Reference No. TAPI-PB-2025-02-012:

Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

• The DOST-TAPI now invites bids for Procurement of TAPI Various ICT Equipment under ISSP Project. Delivery of the Goods is as stated in Section VI. Schedule of Requirements of these bidding documents. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

• Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

Interested Bidders may obtain further information from DOST-TAPI and inspect the Bidding Documents at the address given below starting August 16, 2025 from 08:00 AM to 05:00 PM (Philippines Standard Time), Monday to Friday except those declared as non-working days.

• A complete set of Bidding Documents may be acquired by interested Bidders on August 16, 2025 from the address and website given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (DOST-TAPI), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means.

• The DOST-TAPI will hold a Pre-Bid Conference on August 26, 2025 – Tuesday, 09:00 AM (Philippines Standard Time) at Audio-Visual Room TAPI Bldg. DOST Complex, General Santos Avenue, Bicutan, Taguig City, and through video conferencing or webcasting via ZOOM Application, which shall be open to prospective Bidders.

• Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 02:00 P.M. of September 08, 2025 – Monday (Philippines Standard Time). Late bids shall not be accepted.

• All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

• Bid opening shall be on 02:10 P.M. of September 08, 2025 – Monday (Philippines Standard Time) at Audio-Visual Room TAPI Bldg. DOST Complex, General Santos Avenue, Bicutan, Taguig City, and through video conferencing or webcasting via ZOOM Application. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.
