Interested suppliers are required to submit the following valid and current eligibility documentary requirements (Note: Failure to submit the following documents will result to DISQUALIFICATION):
- Mayor’s/Business Permit*;
In case the Mayor’s/Business Permit is not yet available, the expired Mayor’s/Business Permit with Official Receipt for the renewal application shall be acceptable as basis for award, subject to the submission of the valid Mayor’s/Business Permit after the award of the Contract but before payment. (Section 35.2.1 of RA 12009)
- PhilGEPS Registration Certificate/Registration No.;
- Latest Income Tax Return; and
For participants already with an Annual ITR, latest ITR shall refer to the ITR for the preceding Tax Year be it on a calendar or fiscal year. For new establishments which, therefore, have no annual ITR yet, it shall refer to the most recent quarter’s ITR.
The above returns must be duly stamped and received by BIR. Returns filed with AABs or thru EFPS with corresponding reference numbers shall be deemed duly stamped and received by the BIR.

Bidders must bid on ALL ITEMS. The contract will be awarded to the bidder offering the lowest quotation, provided it complies with the minimum technical specifications and/or description and falls within the ABC as stated above and along with other terms and conditions stated therein; AND WITH A PASSING RATE OF EIGHTY PERCENT (80%) making use of the rating factors for lease of venue such as availability, location and site condition, neighborhood data, quality of venue, food and facilities. Quotations exceeding the Approved Budget for the Contract (ABC) shall be automatically disqualified.
If the bidder “Passed” the Post-Qualification (PQ) and declared as Single Calculated Responsive Bid (SCRB) or Lowest Calculated and responsive Bid (LCRB), the bidder must submit the following applicable documents upon receipt of notification that they passed the PQ before the BAC issues the corresponding Notice of Award (NOA):
- For sole proprietorship - a notarized Special Power of Attorney, if a person other than the general manager or sole proprietor submits a bid for or represents the company for the bidding activities;
- For partnership, corporation, cooperative, or joint venture - notarized Secretary’s Certificate or Board/Partnership Resolution.
In the event that two or more bidders submit the same lowest bid, the Procuring Entity shall implement a non-discretionary and non-discriminatory tie-breaking procedure. Bidders are hereby informed that, in such cases, the Procuring Entity shall employ a method of chance, such as “draw lots” or any similar procedure, to determine the winning bidder.
Any interlineations, erasures or overwriting shall be valid only if they are signed or initiated by the bidder or his/her duly authorized representative/s. The Technology Application and Promotion Institute (TAPI) reserves the right to accept or reject any or all quotations and to impose additional terms and conditions as it may deem proper.
