Bicutan, Taguig City- The Department of Science and Technology- Technology Application and Promotion Institute (DOST-TAPI), held its second installment for NCR cluster of the DOST-Intellectual Property Management and Protection of Rights or Ownership against Violations and Encroachment (DOST-IMPROVE) capacity-building activity, the Intermediate IP Enforcement Training Program last February 20, 2023.

The one-day face-to-face cluster training workshop initiated by the TAPI Legal Unit headed by Atty. Israel Jacob R. Zaragoza, aims to hone DOST personnel's skills and knowledge on IP Protection and Management to provide better services to the department and stakeholders.
In her welcome remarks, DOST-IMPROVE Project Leader and TAPI Director, Atty. Marion Ivy D. Decena emphasized that IP enforcement will be the last resort of the government whenever IP issues arise in the utilization of DOST-funded technologies.
“IP Enforcement is relatively a strong term in the Technological Community, especially in the government sector. Thus, it is imperative that DOST Officials and personnel are sufficiently capacitated on this aspect of IP Management so as not to impose a negative impact on its stakeholders while creating a culture of collaboration and respect in the science community of the country”, Atty. Decena said.
She also highlighted the importance of sustaining this advocacy by conducting and organizing similar efforts all over the country to better understand the subject of intellectual property protection and intellectual property rights.
Resource speaker Atty. Carlo B. Valerio, Senior Associate at Cruz, Marcelo & Tenefrancia Law Firm, discussing the concepts and enforcement of IP system.
During the first part of the training, Atty. Carlo B. Valerio, Senior Associate at Cruz, Marcelo & Tenefrancia Law Firm Intellectual Property Department, imparted his expertise on Intellectual Property Enforcement among the attendees.
Atty. Valerio thoroughly discussed the importance of the IP system, its main concepts and key considerations of IP enforcement.
After the discussion, the participants underwent a collaborative workshop to test their knowledge on IP enforcement.
During the workshop of the training, participants were divided into groups and were tasked to identify what among the given situations violated the Intellectual Property Rights.

Aside from NCR Cluster, DOST-IMPROVE will bring the second instalment of the training in Misamis Oriental on March 2 (Mindanao Cluster), Benguet on March 8 (Luzon Cluster) And Cebu on March 15 (Visayas Cluster).
Participants were selected from the DOST-Research and Development Institutes, DOST-Councils, DOST-Regional Offices, and DOST-TAPI Technical Divisions.
In general, the DOST-IMPROVE Intermediate IP Enforcement Training Program is a significant measure towards advocating and safeguarding the entitlements of inventors, technology creators, and innovators by improving the expertise and proficiency of DOST staff in the domain of IP Protection and Management.
Moreover, it adheres to the constitutional duty to defend the exclusive privileges of talented individuals to their intellectual property and innovations.

The event was attended by DOST attached agencies, regional offices, TAPI employees and on-the-job trainees from Taguig City University via face-to-face and Zoom.
DOST-TAPI Director Atty. Marion Ivy D. Decena, in her opening remarks, highlighted the importance of recognizing the role of women and girls in science, not only as beneficiaries but also as agents of change.
“As we contend that women are active agents of development, not just passive recipients of development, may we become a temple of respecting human rights, and supporting self-determination and actualization of human potential for the next generations to come”, Atty. Decena said.
Cavite State University Professor and GAD advocate King David Agreda discussing gender issues and GAD advocacies.
The webinar featured Cavite State University Professor King David Agreda and UP Institute of Biology Molecular Biologist Lorraine Joyce Del Rosario as resource speakers.
Professor Agreda, a GAD advocate, discussed gender issues and highlighted the importance of the Magna Carta for Women's mandate.
He also delved into concepts of equality and equity among genders and the marginalized sectors of the community, which are the main advocacies of GAD.
UP Institute of Biology Molecular Biologist Lorraine Joyce Del Rosario, sharing her experience as a woman in the field of Science.
Meanwhile, Del Rosario shared her journey as a woman in the field of science and the significant contributions of women in Science, Technology, Engineering, and Mathematics (STEM).
She also talked about breaking the gender barrier in these fields and encouraged young women to pursue their passion for science.
The participants also had the opportunity to watch the movie "Hidden Figures," which tells the true story of three African-American women who played a crucial role in NASA's space program in the 1960s.
Overall, the Gender and Development (GAD) Webinar for Gender Fair Communication provided an avenue for DOST-TAPI to continue its advocacy in shedding light on the ways society assigns roles, responsibilities, and expectations to both women and men.
