The DOST-Technology Application and Promotion Institute (DOST-TAPI), through the General Appropriations Act (GAA) for CY-2026 intends to apply the sum of Eleven Million Four Thousand Two Hundred Eighty-Seven Pesos and 88/100 (PhP 11,004,287.88) being the Approved Budget for the Contract (ABC) to payments under the contract for the Procurement of Third-Party Workforce Service Provider for 2026. Bids received in excess of the ABC shall be automatically rejected at bid opening.
The DOST-TAPI now invites bids for Procurement of Third-Party Workforce Service Provider for 2026. Delivery of the Goods is as stated in Section VI. Schedule of Requirements of these bidding documents. Bidders should have completed, within three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
Interested bidders may obtain further information from the TAPI website and mPhilGEPS starting May 27, 2026. Due to the observance of Eid’l Adha (Feast of Sacrifice), interested bidders may inspect the Public Bidding Documents at the address indicated below starting May 28, 2026, from 08:00 AM to 05:00 PM (Philippines Standard Time), Monday to Thursday only, pursuant to the implemented compressed work-from-home arrangement, except on days declared as non-working holidays.
A complete set of Bidding Documents may be acquired by interested Bidders on May 28, 2026 from the address and website given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Three Hundred Seventy-Six and 61/100 Pesos (PhP 10,376.61)
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity (DOST-TAPI), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means.
The DOST-TAPI will hold a Pre-Bid Conference on June 04, 2026 – Thursday, 09:00 AM (Philippines Standard Time) at the Audio-Visual Room, TAPI Bldg. DOST Compound, General Santos Avenue, Bicutan, Taguig City, and through video conferencing or webcasting via ZOOM Application, which shall be open to prospective Bidders.
