Minimum Requirements:

 

Education: Bachelor's degree relevant to the job

Experience: Three (3) years of relevant experience

Training: Sixteen (16) hours of relevant training

Eligibility: Career Service (Professional) / Second Level Eligibility

 

Preferred Qualifications:

  1. Bachelor’s degree in Marketing, Engineering, Communications, or a related field.

  2. Proven experience in marketing, communications, or public relations.

  3. Experience in a government role at the supervisory level. -Background in public sector work or technology promotion is an advantage.

  4. Proficiency in digital marketing tools and analytics (e.g., social media management, email campaigns, website administration).

  5. Demonstrated competence in event organization and stakeholder engagement.

  6. Strong project management and administrative skills.

Duties and Responsibilities

  1. Provide overall leadership assistance in the planning, implementation, monitoring, and evaluation of marketing and promotional initiatives that support the dissemination, transfer, and commercialization of DOST-TAPI-assisted technologies.

  2. Supervise, coach, and evaluate the performance of marketing and communications personnel, ensuring alignment with institutional goals and work standards.

  3. Assist in overseeing the division’s daily operations, including task allocation, workflow management, and prioritization of deliverables.

  4. Ensure the timely completion of programs and activities in compliance with quality standards, government policies, and approved work plans.

  5. Coordinate closely with other DOST-TAPI divisions, attached agencies, and external stakeholders to ensure cohesive and effective implementation of marketing and promotion strategies.

  6. Prepare and submit periodic accomplishment reports, work plans, monitoring documents, and program evaluations for management review.

  7. Develop and implement comprehensive marketing and communication plans for DOST-TAPI technologies, programs, and services.

  8. Plan, coordinate, and manage technology promotion activities such as trade fairs, exhibits, forums, roadshows, and similar events.

  9. Oversee the conceptualization, production, and dissemination of promotional and information materials, including brochures, press releases, audiovisual materials, and digital and social media content.

  10. Manage and continuously improve the Institute’s digital platforms, including the official website, newsletters, and social media accounts, to strengthen visibility and stakeholder engagement.

  11. Conduct market research, stakeholder analysis, and performance monitoring to inform strategic decisions and enhance the effectiveness of marketing initiatives.

  12. Establish and maintain partnerships with industry, academe, media, and other government agencies to support technology transfer, utilization, and commercialization efforts.

  13. Ensure proper application of DOST-TAPI branding guidelines and adherence to approved communication and publication protocols.

  14. Monitor and manage marketing and promotional budgets, ensuring the efficient, transparent, and cost-effective use of resources.

  15. Perform other related functions and responsibilities as may be assigned by the Division Chief of  DOST-TAPI/TIPD.
